This research, with the aim of filling this gap, has explored and presented a qualitative theory of women’s social agency in their statements. This study was conducted using the Grounded Theory method, employing the systematic process of open, axial, and selective coding. The data included all public statements by the Supreme Leader regarding women within the time frame of 1989 to 2025 (1368 to 1404 in the Persian calendar), which were collected and analyzed through theoretical sampling. The final findings of the research are presented in the form of a paradigmatic model, where the central phenomenon was identified as the ‘Identity-Oriented and Family-Oriented Muslim Woman’s Social Agency’. This phenomenon is shaped under the influence of causal conditions, religious and revolutionary duties, the country’s development and progress needs, the mission of modeling and identity-building, proven historical experience, within a specific context of the Islamic value system and revolutionary discourse, and in the presence of interfering factors such as dominant feminist and Western discourse, misinterpretations within society, and some inappropriate executive policies. Key strategies identified in response to this phenomenon include safeguarding identity and religious boundaries, intelligent management of multiple roles, choosing arenas aligned with innate nature and societal needs, collective and revolutionary agency, and intellectual demarcation and resistance. The implementation of these strategies leads to transcendent outcomes at the individual, family, social, and civilizational levels. This theory demonstrates that the Leader’s ideological system concerning women is a coherent and pragmatic framework that, beyond mere description, possesses the capability to explain dynamics and present an alternative civilizational model
