This study examines the foundational requirements for cultural governance in the Islamic Republic of Iran from the perspective of Ayatollah Khamenei. Employing a qualitative approach, the research utilizes thematic analysis of the Supreme Leader’s statements on culture and cultural governance. The purposively selected corpus includes texts and speeches addressing cultural issues, governance, and related concepts. Findings indicate that the cornerstone of Iran’s cultural governance model is the popularization of Islamic culture, structured around two principal components: Islamic guidance of culture and public participation in cultural affairs. Five enabling requirements underpin this model: (1) optimal attitudinal and performance indicators, (2) cultural management, (3) cultural engineering, (4) cultural discourse-making, and (5) institutionalization of divine governance indicators, which encompass Islam-centered, people-centered, culture-centered, Imam-centered, law-abiding, justice-oriented, awareness-driven, responsible, unity-promoting, and dignified governance. The ultimate outcome is the personal and social elevation of individuals and society. This framework is recommended as a guiding macro-structure for cultural policymaking, contributing to the advancement of a new Islamic civilization.

Cultural engineering is a systematic approach to understanding, regulating, and managing culture, representing a relatively new perspective in cultural studies. As articulated by Ayatollah Khamenei, this approach can serve as an effective strategy for advancing cultural development. The present study aims to conceptualize and formulate the notion of cultural engineering based on Ayatollah Khamenei’s thought. Accordingly, the research addresses the question: What is cultural engineering, and how can it be analytically formulated in Ayatollah Khamenei’s view? This study employs a documentary method for data collection and content analysis for data interpretation. The findings indicate that, from his perspective, cultural engineering comprises five interrelated and inseparable components: supervision, guidance, growth, the nature of culture, and cultural construction. These components function within a cyclical and dynamic process. Cultural supervision refers to monitoring and safeguarding cultural processes; cultural guidance involves steering culture toward the overarching goals of the Islamic system; cultural growth denotes the intellectual and spiritual development of society; the nature of culture is understood as an endogenous, quality-generating movement; and cultural construction entails creating new cultural forms aligned with societal needs. By comparing Ayatollah Khamenei’s perspective with liberalist and socialist approaches, this study demonstrates that he offers an intermediate framework between complete cultural freedom and total cultural control. This approach preserves cultural liberties while, through intelligent guidance and supervision, directing culture toward the objectives of the Islamic system.

The Islamic revolution was able to achieve victory with the ideals of justice, republicanism, legalism, honor, independence, freedom, Islamism, and the like, and the establishment of ideology, constitution, and system building also emerged on this basis. The challenge of many political systems in realizing the goals of their ideology and belief system is the stagnation and freezing that has occurred following social changes and generational changes in the society and reduces its social control and persuasive power, which can lead to to conflict between the state and the nation. Something that can happen or exist for the Islamic Republic of Iran as well. In this regard, the leader of the Islamic Revolution has linked ideology and ideals by proposing the two concepts of " Explanation Jihad" and "Demanding" and tries to preserve and perpetuate what the ideology of the Islamic Revolution is based on. The question of the present research is: "What is the relationship between the two concepts of demanding and explanation jihad in Ayatollah Khamenei's system of thought?" The method of collecting information is documentary, and data analysis is also based on the documentary analysis method and using the opinions of thinkers such as Mannheim in analyzing the relationship between ideology and utopia, Inglehart and Roche in generational and social change, and other theorists to explain the relationship between the concept of demanding and explanation jihad the truth in Ayatollah Khamenei's thought. The researchers of the article came to the conclusion that in the thought of Ayatollah Khamenei, explanation jihad means understanding the ideology of the Islamic Revolution in the society, and demanding means seeking idealism and constant dynamics in the ideology of the Islamic Revolution.

Prior to the Islamic Revolution of Iran, paving the way for the development and advancement of women's higher education was considered as an example of human rights in various societies, including Iran. After the Islamic Revolution and facing a more serious approach of Iranian laws to Islamic principles, keeping men at the center of family and social power, equal opportunities for higher education for women, especially in seminaries that are the center of Iranian legal thought. Rud faced challenges such as weakening the academic level of female students compared to seminary men despite having the same level. Because giving equal job and managerial opportunities to women is a prerequisite for them to enjoy equal scientific opportunities at higher seminary and university levels. Therefore, the present study, in order to examine the view of the Imams of the Revolution regarding the higher education of women in the seminary and the university, has explained Ayatollah Khamenei's approach in this regard. Findings indicate the necessity and necessity of university higher education in some fields such as medicine, jurisprudence, policy and management, as well as women's seminary higher education up to the level of ijtihad, especially in the field of women and family issues. The result is that giving power from higher education to women is emphasized, but also Ayatollah Khamenei's demand from the women's community.In fact, the purpose of this study is to investigate the importance of women's education in Islamic society with regard to the views and possibly the limitations of Islamic jurisprudence in the Islamic Republic of Iran; Therefore, one of the most important goals is to study and explain the attitude of the rulers of the Islamic society, especially the jurisprudent and the ruler present at the head of the Islamic Republic of Iran, regarding the changing social status of women in Iran and the world. The main purpose of this paper is to explore the indicators of the Iranian-Islamic model of development from Ayatollah Khamenei's perspective. It is attempted not to have any predisposition or hypothesis in advance. The research findings are based on an analysis of the supreme leader's statements, views and discussions on the Islamic-Iranian pattern of development. Our findings indicate that there are several factors contributing to the necessity of suggesting an Islamic-Iranian model of development. These factors are the inefficiencies of Western patterns of development (being one-dimensional concept, non-religious as well as the priority of worldly goals), the significance of providing indigenous and independent definition of development (not following Western patterns and theories of development sightlessly, taking out theoretical foundations and methods of realizing the needed pattern from Islamic sources, localizing experiences and achievements of other nations' theories and patterns, and planning in accordance with the cultural and historical features of Iran), and formulating a pattern based on indicators and principles of Islam (Monotheism, Resurrection, not separating this world and the other world, Islamic view on human development, government, justice and immaterial look at the economy).

In this study, using qualitative content analysis Mayring all speeches and statements of the last 5 years he was determined. Finally in 5 different categories were classified: education, employment, political activities, endeavor fields and athletics. For example in education field he encouraged women to apply but he has different opinion about job and said conditional approval about it.
